<span style="color: #eeeeee;">The Ainu are the indigenous people of contemporary northern Japan, many of whom reside on the northern island of Hokkaido. Traditionally, the Ainu have practiced a number of subsistence activities central to their culture, including hunting, small scale agriculture, and salmon fishing. </span></div>

<span style="color: #eeeeee;">The Ainu and ethnic Japanese populations have participated in mutual exchange for centuries. In the mid-19th century, however, the newly-consolidated Japanese state began undertaking a series of policies and territorial advancements which transformed Ainu territory into a Japanese colony and subjected its people to severe repressions of their cultures and ways of life. The Japanese restricted the Ainu from engaging in essential subsistence activities such as fishing, which has been the foundation of generations of poverty and adversity for many Ainu communities. </span></div>

<span style="color: #eeeeee;">Despite the Japanese government making steps to formally acknowledge the indigenous status of the Ainu, many archaic remnants of Japanese colonization are being maintained and enforced on Ainu lands today. In 2008, following the United Nations Declaration on the Rights of Indigenous People (UNDRIP), the Japanese government officially acknowledged the Ainu though it wasn't until April 2019 that the Diet drafted a new Ainu policy which used the term "indigenous" for the first time in an official document. As the Ainu are indigenous people, they are entitled to their native lands and resources in addition to traditional practices. These are not only basic human rights, but are secured through international documents such as the UNDRIP. </span></div>

<span style="color: #eeeeee;">Even still, the prefectural Hokkaido government maintains policies which have their origins in the colonial era, such as Article 52 of the Hokkaido Regulations of the Freshwater Fishing Industry. Article 52 infringes upon the Ainu's rights as guaranteed by UNDRIP in that it restricts their ability to fish salmon. Any Ainu wishing to engage in such traditional subsistence activities is required to first secure permission from local authorities. They are also only allowed to ask permission to fish in an event that is related to ritual practice. Article 52 does not even accommodate the Ainu fishing as a daily subsistence practice, even though this is a right entitled to them as Indigenous persons. </span></div>

<span style="color: #eeeeee;">Hatakeyama-Ekashi, a renowned Ainu elder and activist, has been battling the existence of Article 52 for years on the grounds that it illegally barricades the Ainu from realizing their indigenous rights. Salmon is a sacred being for the Ainu, and every fall a ceremony called Kamuycepnomi is enacted to welcome the return of the salmon as they migrate upstream. Hatakeyama-Ekashi has annually fished for salmon as an essential part of the ceremony, though his past attempts have provoked police intervention on the latter's claim to be enforcing Article 52. In September 2019, Hatakeyama-Ekashi was finally able to catch a ceremonious salmon for the celebration without police intervention. However, his action was promptly reported to police who have since subjected him to severe and unjust scrutiny. On 5 September five police officers, on orders from the Hokkaido Prefectural Government, removed Hatakeyama-Ekashi from his home and transported him to the Monbetsu police station. He was subjected to hours of interrogation and had his cell phone confiscated. He was forced into interrogation sessions again on the 6th and 7th of September. </span></div>

<span style="color: #eeeeee;">The treatment of Hatakeyama-Ekashi by Hokkaido authorities is blatant harassment of an indigenous elder attempting to rightfully practice his culture. The persecution by the police is based off an outdated colonial policy which infringes upon the Ainu's human rights and Japan's obligations to its indigenous people. Following the recognition of the Ainu as indigenous people by the Japanese Diet in April, a draft of a new Ainu policy was introduced by the government. Hatakeyama-Ekashi saw an opportunity for meaningful reform with the drafting of the new policy, and in July 2019 he wrote to the governor of Hokkaido to consider examining, revising, and/or revoking Article 52 of the Hokkaido Regulations so that the Ainu could realize their legitimate rights to their traditional resources. He was met with a response from the governor's office stating that there would be no change to the regulations, and that he should comply with the prefectural policy as it has been mandated since colonial times. </span></div>

<span style="color: #eeeeee;">We at the Centre for Environmental and Minority Policy Studies (CEMiPoS) are asking for signatures for this petition so that Ainu citizens like Hatakeyama-Ekashi may freely practice their rights to culture and livelihood as guaranteed to them as indigenous people. We also wish to bring light to the injustice and unfair treatment to which Hatakeyama-Ekashi is being subjected by Hokkaido prefectural authorities. We are demanding that the Hokkaido prefectural government withdraw its denouncement of Hatakeyama Ekashi and that it consults the Monbetsu Ainu Association with equal footing about how to manage the natural resources of the Monbetsu River. Please help us make his story heard by signing your name on this petition, which we will be sending to representatives from both the Hokkaido prefectural government and the Japanese national government. Alongside Hatakeyama-Ekashi and all other Ainu citizens, we are calling for the revocation of Article 52. We are hoping that, with enough voices of solidarity, we can begin to make meaningful change and take steps towards legitimate decolonization of the Ainu people. </span></div>

From 7-12 October 2018, the Ainu Women's Association and Cemipos will collaborate with Poland's Teatr Amareya to put on a workshop series and performances on the topic of the Indigenous Women and storytelling. Special emphasis will be given to the stories of Ainu Women in their homeland, Ainu Moshir. These workshops and performances are open to any wishing to participate and learn more about the stories of Ainu Women, and the power of storytelling through movement and performance.<br />

<b>The Project</b></div>

Under the direction of Teatr Amareya, the Sapporo workshop will utilize the tools of theater and dance to tell the stories of indigenous and minoritzed women. The project will be accompanied by Louise Fontain, an Inuit storyteller who has harnessed the craft of performance to address issues of system violence and exile, particularly against women in their communities. The mission of this project is combine the expertise of Amareya and Fontain through the workshops and cultivate a performance telling the stories that Ainu women have to bring forward. The performance will be titled AINU MOSHIR-AINU WOMB and will premiere following the conclusion of the multi-day workshop. In addition to the performance of AINU MOSHIR-AINU WOMB, there will be a performance of NOMADIC WOMAN, an award-winning project of Teatr Amareya. </div>

The project focuses on the dissemination, transmission, and preservation of the rich cultural heritage of the Indigenous ethnic minority of the Ainu living in Japan. It also aims at empowering Ainu women who suffer from doubled discrimination based on gendered views that have pervaded from mainstream society. The project will also work towards continuing to build a transcultural Asian-European creative and supportive community that works towards empowering and decolonizing ethnic minorities. </div>

These workshops and performances will be put on by Teatr Amareya, one of the leading avantgarde theaters in Poland. The theater places emphasis on the exploration of the power of corporeal movement and storytelling through the body. Though based in Gdansk, the theater and its projects feature guests from all over the world. The theater has been particularly devoted to cultivating a cultural cooperation between Poland and Japan. </div>

The projects of Teatr Amareya have been the recipients of numerous awards and high acclaim. Specifically, the project NOMADIC WOMAN was nominated for the prestigious prize "Splendor Gedanensis" and in 2017 it won the 2nd audience prize at the Festival Pestka in Jelenia Gora, Poland. NOMADIC WOMAN is inspired by the life story of Louise Fontain, and Inuit woman from Greenland. Through the lens of Fontain's life, the performance explores the inner and outer migration women must take, and the exile to which they are often subject in the process. It is a contemporary epic about rebirth and return, as felt and experienced by women. In 2017, NOMADIC WOMAN was brought to Japan and featured the integration of Tsugumi Matsudaira, an Ainu woman, into the performance. The collaboration between Tsugumi, in addition with another Ainu artist Utae Ehara will see another iteration on 12 October 2018 at the Sapporo Pirka Kotan following the 5-day workshop on storytelling and movement. </div>

The venue was a classroom administered by the Sapporo Freedom School, Non-Profit Organisation which provides the citizens of Sapporo with chargeable courses regarding problems facing civil society in Japan. I felt happy to share the outcomes of the event with people taking our course. In my area in Sapporo, the snow lay 104 centimetres deep. It is almost the average year value.</span></div>

Chiyomi Fujioka, member of the Ainu Women's Association, completed designing the name card of participants in the International Conference on Policy towards Indigenous Peoples: Lessons to be learned, and corresponding Indigenous Workshop/Art Exhibition/Performance to be held in Sapporo from 30 November - 4 December. The design hints an owl representing the most important god for the Ainu who protects the Ainu community. In addition, she is a designer of contemporary Ainu patterns. They are calling for participants in the excursion. The programme targets international participants in the five-day event to be held in Sapporo from 30 November to 4 December: the International Conference on Policy towards Indigenous Peoples: Lessons to be learned, and the Indigenous Art Workshop. The deadline for the application is the end of October.<br />

<span style="font-family: inherit;">Those participants in the programme will be guided to the Saru River, which is called a cradle of Ainu culture in the Saru area, Dr. Neil Gordon Munro' <span style="background-color: white;">residence, Nibutani Ainu Culture Museum, and so on by an exclusively reserved bus. </span></span><span style="background-color: white; font-family: inherit;">In addition, Dr. Munro had lived in Nibutani for nine years since 1933 as a medical doctor and a researcher on Ainu culture. He is still revered by local residents in Nibutani for his devoted medical service for Ainu people, and for his friendship with them. The Nibutani Ainu Culture Museum (http://www.town.biratori.hokkaido.jp/biratori/nibutani/) displays lots of Ainu cultural properties collected by the late </span><span style="background-color: white;">folklorist </span><span style="background-color: white; font-family: inherit;">Shigeru Kayano out of his own pocket for future generations of Ainu people. </span><br />

<span style="font-family: "arial" , sans-serif;">“NOMADIC WOMAN” is a
cross-genre and cross-cultural performance about women and their inner and
outer immigration, about the situation of indigenous women and their relation
to inner and outer landscape. The performance grew out of true life story of
Inuit Louise Fontain (Greenland). Her “nomadic” life began in Greenland - she
was deported to a foster family in Denmark within governmental education
programme encompassing thousands of Inuit children in 1960-70s. Fontain didn't
come back home for many years. She lost her mother tongue, contact with family,
identity. After many years of exile, she finally realised that her true home is
in the inner landscape that she holds within her and in the natural landscape
of the far North. </span><br />

corresponding art event for a couple of years with a view to stimulating a
debate on the future Ainu policy by assessing Indigenous policies of States in
light of the UN Declaration on the Rights of Indigenous Peoples. Hopefully, our
academic and art event will make a difference to the Ainu as well as other
Indigenous peoples. I am pleased to have an opportunity to participate in the
preparation for this event from the beginning. I will do my best for the
success of this event with my colleagues of the Ainu Women’s Association, a
host organization, in collaboration with other members of the organizing

<span lang="EN-US"><span style="font-family: inherit;">Having finished an undergraduate degree in Area Studies at the University of Sheffield in England, Mark Winchester
took a Master's and PhD at Hitotsubashi University in Japan. The title of his dissertation
is “A History of Modern and Contemporary Ainu Intellectual Thought: With a
focus on the writings of Sasaki Masao”. At present he is a lecturer at the Research
Institute of Japanese Studies, Kanda University of International Studies in
Chiba Japan.</span></span></div>

<span lang="EN-US"><span style="font-family: inherit;">In his university days in Sheffield, he was influenced by a book titled <i>The Black
Atlantic: modernity and double consciousness</i>. Its author Paul Gilroy shed
light on the contribution of the thought of Africans in the West, who were transported
across the Atlantic Ocean as slaves, and the centrality of that experience to the modern civilization. Whilst
preceding researchers made use of the Ainu to get ethnographic information, Mark
regards the Ainu experience as essential to understanding modernity in Japan and wider North East Asia. He, thereby, appreciates that the writings of Ainu intellectuals present challenges of thought to
be addressed on a global scale. In this context, it can be understood that he has
been fighting against those who make hate speeches and demonstrations against
the Ainu and other minorities. Don’t miss his speech titled “Backlash: Hate
Speech, Indigenous Denial and Historical Revisionism in Post-DRIPS Japan” for
the International Conference on Policy towards Indigenous Peoples: Lessons to

<span style="font-family: inherit;">Marie Persson Njajta is </span>a Sami mother of two children living in a Southern Sami area that has been deeply affected by the trauma from State colonial practices. In order to pass her Southern Sami culture on to children, she <span style="font-family: inherit;">has served as a human rights defender with special focus on Indigenous peoples’ and children’s rights, a member of The Sami
Parliament, and the founder of the organization ”Stop Rönnbäck Nickel Mining Project
in Ume River” for years. In
2012, she was honorarily elected as the citizen of the year in the county of Västerbotten. In 2017, she represented The Sami Parliament in the Swedish delegation to
the UN Commission on the Status of Women (CSW61).</span></div>
